make sure the plumbing fitting is tight, with a rubber washer on both sides, or at least inside.

A bench drill is easier to use, but you can cut the hole with a blade & neaten with the circle saw.

If you don't have a circle cutter, you can use a blade. That's messy, but the plastic is soft.
